The All-Russian public organization “Russian Society of Physicians of Restorative Medicine of the Russian Medical Society” was founded in 2008. The need to establish ROV VMRMO was driven by two current, complementary reasons.
First, the progressive, active development of a new scientific and practical field of 21st-century medicine—restorative medicine. Emerging as an idea in the 1980s, the concept of restorative medicine, formulated by its founder, Academician of the RAMS A.N. Razumov, was rapidly and purposefully developed by him and his colleagues in various regions of the Russian Federation. It was finally formalized legally with the issuance of Order No. 241 of the Ministry of Health of the Russian Federation dated 09.03.2003, introducing a new medical specialty in the Russian Federation—restorative medicine—into the nomenclature of specialties in healthcare institutions. To date, there exists the scientific specialty 14.03.11 “Restorative medicine, sports medicine, exercise therapy, balneology, and physiotherapy,” a system for training physicians in restorative medicine including more than 38 specialized departments throughout the Russian Federation, as well as regulatory documents governing activities related to the provision of restorative medicine care and the establishment and functioning of healthcare and preventive organizations of the restorative profile, in outpatient, inpatient, and spa-resort sectors.
Second, active discussion in Russian society (in the Public Chamber, the Legislative Assembly, at congresses and forums of medical workers) of new concepts for the national healthcare system of the Russian Federation, as well as international experience, formed at the state level the view that the role of professional public medical organizations in healthcare management should be expanded. And this role should not be limited only to the formation of the ethical Code of Medical Workers (which in itself is extremely important). Medical societies will be responsible for developing standards of professional activity, participating in the setting of tariffs for medical care, in forming the system of remuneration for medical workers, in implementing the continuing medical education program, in issuing licenses for medical practice, in registering new medical technologies approved for use, and in developing the corresponding methodological recommendations.
These two trends made the formation and development of our Society especially relevant, with the goal of creating conditions for every physician to influence, to one degree or another, the development of the field of their professional activity, as well as the opportunity for self-realization within it.
Due to changes in the order (link to the order) of the Ministry of Health and Social Development of Russia dated March 30, 2012 No. 302n “On Amendments to the Nomenclature of Positions of Medical and Pharmaceutical Personnel and Specialists with Higher and Secondary Professional Education of Healthcare Institutions, Approved by Order of the Ministry of Health and Social Development of Russia dated July 25, 2011 No. 801n,” amendments were made to subparagraph “b” of paragraph 1 of Section III “Medical and Pharmaceutical Personnel,” introducing the positions “spa treatment physician,” “medical rehabilitation physician,” and “medical prevention physician,” and the specialty “Restorative Medicine” was excluded from the nomenclature of specialties of healthcare specialists in the Russian Federation as of January 1, 2012 (Order of the Ministry of Health and Social Development of the Russian Federation No. 94n dated February 09, 2011).
ROV VMRMO repeatedly sent letters calling for the restoration of the specialty “Restorative Medicine” in the nomenclature of specialties.
No. 198 dated “29” November 2010 to the President of the Russian Federation D.A. Medvedev “On the inadmissibility of excluding restorative medicine from the nomenclature of specialties of the Ministry of Health and Social Development of Russia.”
No. 04 dated September 24, 2012 to the Deputy Chairman of the Government of the Russian Federation for Social Affairs O.Yu. Golodets.
At present, there have been no changes in the nomenclature.
Based on the current situation with the expansion of the nomenclature of specialties and the exclusion of the specialty “Restorative Medicine,” the All-Russian public organization “Russian Society of Physicians of Restorative Medicine of the Russian Medical Society” was renamed in January 2014 to the All-Russian Public Organization “Russian Society of Physicians of Restorative Medicine, Medical Rehabilitation, Balneologists, and Physiotherapists” (see Documents).
