The history of the Center is inextricably linked with the names of outstanding Russian scientists and physicians: Petrovsky, Solovyov, and Shumakov, who made a unique contribution to the creation and development of the national school of transplantology and to the training of qualified specialists in one of the most complex and high-tech fields of modern medicine. Here, today as well, true professionals and enthusiasts work, people infinitely devoted to the cause they have chosen. It is important that, alongside extensive clinical work, fundamental and applied research is actively being conducted within the institute, advanced developments and effective treatment methods are being introduced. The people whose lives you have helped preserve are grateful to you for your support and sincere involvement, for your kind and attentive attitude. I sincerely wish you success in your noble and needed work!”.

Then Minister Veronika Skvortsova delivered a report. In particular, she said: “45 years ago, by a special decision of the Presidium of the Supreme Soviet of the USSR, the country’s first institute of organ and tissue transplantology was established. The institute was intended to solve the most complex tasks, and over these years the importance of what you do has only increased.

Certainly, much has been done in recent years: from 2005 to 2013, the number of transplants in the country increased by more than 3 times; moreover, while the number of kidney transplants increased by more than 2 times, liver transplants by 6 times, heart transplants increased by more than 50 times, i.e., if 3 hearts were transplanted in 2005, then in 2013 there were 162. All the most complex operations performed in the world can be carried out by the leading specialists in our country.

At the same time, the number of transplants in Russia is still significantly lower than in European countries.

The recent international congress dedicated to transplantology, held under the auspices of the WHO, allowed us to take a critical look at our place in the world in terms of the development of the field. According to statistics, in 2012 we performed 9.3 transplant operations per 1 million population; in 2013 this figure was 9.8 per 1 million population. At the same time, in countries where transplantology is most developed, these figures are much higher: Norway — 92.8 per 1 million population, France — 76.5 per 1 million population, Spain — 88.8 per 1 million population. If we take the countries of Eastern Europe, our former Soviet republics, then in Lithuania and Latvia it is 36.0 per 1 million population, in Belarus — 44.6 per 1 million.

The issue of tissue and organ donation is a very delicate matter; in addition to requiring legal regulation, it concerns a person’s right to their own identity and expression of will. And this aspect of the problem requires very careful and painstaking cultivation in society of a certain moral and ethical attitude, so that each person understands that they can be of service to someone.”

The Minister also emphasized that a person’s expression of will during their lifetime is a very profound and personal decision, and that special tact is required here.

As a solution to the problem, the Minister named the draft law “On Donation and Transplantation of Organs,” which, she said, would allow Russian transplantology to move to the next stage of development.

“This draft law is fundamentally different from the one currently in force, because it goes beyond a purely medical bill, raises deep ethical issues, and concerns the entire population, every citizen of our country. The law introduces the concept of a ‘federal register of organ donors, recipients and donor organs,’ including a register of expressions of will of ‘yes’ or ‘no’ or of a refusal to participate in the process of registering one’s will. It also introduces a procedure for the possibility of reconsidering an individual decision by a citizen. And this is an absolutely new step for our country,” said Veronika Skvortsova.

Among the restrictions provided for by the draft law, the Minister named bans on organ donation from carriers of diseases that are unacceptable for donation, or from unidentified persons, which are applied worldwide.

Noting the innovations, the Minister said that the draft law introduces the concept of pediatric donation and provides for a special system for coordinating organ donation and transplantation processes.

“Such systems exist in every country with developed transplantology. Thus, the transplantation system will consist of three blocks, where resuscitation medicine is separated from transplantology, and an independent system of coordinators appears between them. The new position of coordinator should ensure transparency and legal compliance at all stages of the organ donation process,” Veronika Skvortsova noted.

She also said that over the past year this draft law had been discussed on various public platforms and presented both to the professional community and to patient organizations and various public structures related to healthcare.

“The 2015 budget includes separate line items for services and work in this area, in particular, donor conditioning, as well as the development of a public information system and the maintenance of the information system that will be created,” Veronika Skvortsova said.

In conclusion, she said: “Dear colleagues! When transplantation began to be pursued in the USSR, our country became a world leader in this field, and our specialists were known all over the world. Of course, we hope that the future of Russian transplantation, like its past, will be just as glorious as its still unforgettable past!”

Minister Veronika Skvortsova was presented with a diploma of Honorary Professor of the V.I. Shumakov Federal Scientific Center of Transplantology and Artificial Organs

The best industry specialists were awarded departmental honors.

For many years of fruitful organizational activity and a huge contribution to the development of transplantology, Sergey Gautier, Academician of the Russian Academy of Sciences, Chief Transplantologist of the Russian Ministry of Health, Director of the FSBI “V.I.
